Python glade gtk+ on Windows 10

Hai to all
I am completely new to programming
i am an electrical engineer and i am doing estimation in excel.
What I am doing is related work. i have to create a application for Windows

From Google what I understood is i need to know a language for writing a program and then i need to convert it as windows installation files. and i need a ui designer.

i selected Python as my programming languages and i download Python 3.6.1

then i download cx freeze to convert to .exe format

Ui designer i selected glade.

when I am trying to find out gtk i am confused. some website asking me to download msy2 and some website asking jb manual and some website pip pacman .

can anyone pls help me...
